OK, in that case, I don't understand why there's any kind of issue
at all - and I certainly wouldn't be explaining away the need for
ND by reference to RA packets ("router discovery").
If there are no link level addresses, just say that, no need to mention
ND at all, it will clearly be irrelevant.
