=> no detection but static configuration... Technically this is easy
to implement, of course the question whether this is easy to manage
is very different (BTW I am on the "site-local == private for never
connected sites" side from the beginning).

PS: IMHO to reopen the site-local addressing question for the third time
(at least) is a good idea *only* if we have a reasonable chance to reach
a consensus.
