Please let me confirm: are you referring to Rule 2 of source address
selection?

   Rule 2: Prefer appropriate scope. 
   If Scope(SA) < Scope(SB): If Scope(SA) < Scope(D), then prefer SB 
   and otherwise prefer SA. 
   Similarly, if Scope(SB) < Scope(SA): If Scope(SB) < Scope(D), then 
   prefer SA and otherwise prefer SB. 

According to this rule, a link-local source address will be preferred
to a global source address for a link-local destination.  I think the
rule is quite reasonable.
