i don't think so. even if rfc3041 effectively solves the problem of 
traceability at the network layer, there are still many security problems 
to be solved.

please take a look at this paper, which provides a somewhat more 
articulated explanation of the problem, a few proposal to address it and 
an excellent bibliography:
