maybe we don't need to 'enforce' unreachability as a matter of protocol.
for instance, there's no 'enforcement' of IP packets being routed to 
their destinations.  sometimes they're routed elsewhere (as in interception
proxies) but we've generally done okay without 'enforcement'.
