- Without SLs it is no longer possible to connect two local links to 
  each other. This is the basic feature of a site-local address, to
  connect two links without a global prefix. Any additional (global)
  feature for SLs is dangerous. Maybe just rename "site-local prefix" 
  to "private prefix".
