No, it doesn't.  SL, as currently defined, allows for any random bits
in the "upper 38".   Nowhere does it define what a "site" should be, or
what a site border should be.   It is easy to treat the entire internet
as a single site (no borders) and remain 100% compatible with the SL
definitions.   That's effectively what is being done.

It isn't the size of the range, but that it is reusing address space that
has already been designated.
