I have been in the R&E world, and no the level of need is not the same. Yes
academic institutions are businesses, and need sufficient stability to
maintain the cash flow. They are not funded to maintain stability necessary
to support a $4M/hr incoming cash flow rate. People tend to get really
paranoid when it is cheaper to hire a small army to replace you, than suffer
a 20 min outage.
