Does this imply "but SHOULD otherwise be treated like a global unicast
prefix"?

in the interests of increased precision, by "routing", do you mean:
(distributing routing information relating to fec0::/10) or
(forwarding packets with destination in fec0::/10) or
(forwarding packets with source or destination in fec0::/10)
or some combination thereof?
