This is the third version of the vset cache patch set.
Brian, thanks for your suggestion and sorry for forgeting the change to
the UI you requested. I left it for later because it would require a
non-trivial fix in iprconfig, but I forgot to do it before sending
v2.
Diff from v2:
- Put reclaim buffer in the stack.
- Change -vc parameter to -c.
- Add new patch (7) to fix parsing conflict.
