I disagree that the text suggests that the content is prescribed, but agree 
that this is a good place to remind the reader that the content is also 
implementation-specific. Proposed change:

This document does not specify a particular ticket format nor even the 
suggested contents of a ticket: both are entirely up to the implementer. The 
formats described in the following ...
