Issue 208 (http://trac.tools.ietf.org/wg/ipsecme/trac/ticket/208) was
closed. This is fixed in -03. The cluster member increments its own
counter unilaterally, and advises the peer on the amount to increment
the peer's counter. See Sec. 5.2.
