Why would any other protocol use IKEv1 IANA registries? Are you now talking about the authentication method registry or the diffie-hellman groups registry? It is bad idea to use registry for any other reason than where it is created, and adding stuff to IKEv1 IANA registry not for IPsec use, but for use for some other protocols seems like quite funny.
