  Section 3.2.1 says,

     "The Group Description field value is taken from the IANA registry
      for 'Group Description' created by IKE [RFC2409]."

That's how groups are identified, by a ushort whose value comes
out of this registry. For EAP-pwd to use brainpool curves it will be
necessary for the registry to not restrict it from using them (i.e. it
can't say "for 802.11 only").
