Hi all,

the new version of the draft addresses comments, received during IETF LC:
- "Encrypted Fragment Payload" is denoted also as
 "Encrypted and Authenticated Fragment Payload"
- IKE_FRAGMENTATION_SUPPORTED is renamed to IKEV2_FRAGMENTATION_SUPPORTED
- in Appendix B some text is added for IPv6
- fixed found typos and grammar errors
