Hi all,
I've posted a new version of the document.
It addresses comments, that were articulated
during IESG evaluation.
In particular: more clarifications are added,
RFC2119 keywords are used more carefully,
guidelines are made more clear,
more words are added to Introduction and
PMTU discovery sections,
the overall language is improved (at least I hope).

This document describes the way to avoid IP fragmentation of large
IKEv2 messages. This allows IKEv2 messages to traverse network
