Greetings again. We didn't get the level of review on the -03 document we hoped for, but feel that there was sufficient review and little enough push-back for us to say that the WG LC was successful. The authors have agreed to a bunch of changes, so we are now waiting for a -04. When that is published, we'll ask our AD to move the document to IETF Last Call.
