Hi Updated the draft. Changes: * Aligned the description of the AEAD construction with the one in the latest CFRG draft and fixed the references (thanks, Martin Willi) * Added a section about negotiating it in IKE * Renamed the constant to uppercase: ENCR_CHACHA20_POLY1305
