I have experienced this behavior, too.  It seems that you may have to
restart the IM service and/or login/logout a couple of times.  Also, When
using the server manager, no changes are saved until you press OK, and exit
the program.  There is no "Apply Now" option.

The box is checked but the userlist is still unavailable at the IM client.
(actually, this is the smaller problem - we're having the same NAT issues
here as the others).
