That issue looks fairly old (Tomcat 5).
What version of Tomcat and Java are you using?
If you are using Java 9, I don't think the current version of the IPT
works correctly, although I only had a bug report from a user on Windows
(this issue <https://github.com/gbif/ipt/issues/1396>).
You could either use Java 8, or try the pre-release version which is the
.war file in this directory:
http://repository.gbif.org/content/repositories/gbif/org/gbif/ipt/2.3.6-SNAPSHOT/

but none of the suggestions are helping me solve the problem.
Are there other causes for this error?
