This is by design. That DNS name is not actually used for connectivity. Correct 
resolution is only used to test if DNS is working.

In the Windows  registry, you can see the test parameters used by Windows for 
Internet connectivity. 
HKLM\System\CurrentControlSet\Services\NLASVC\Parameters\Internet

The ActiveWebProbe class of hosts are actually tested for end to end 
connectivity, and should have working IP addresses. www.msftncsi.com and 
ipv6.msftncsi.com specifically.

You can also see that the ActiveDNSProbes map to the names below, and that the 
ULA is expected.
