This is still within the scope of determining "are we on the Internet".

If the probe only has an ULA, but gets a default (or a 2000::/3, etc) route,
and a connection request to a GUA IP succeeds, then yes we are, nonwithstanding
through which perverse NAT66 means the host has chosen to provide the
connectivity.
