I think this draft is very good and could be adopted.

I have a small comment though:

** Introduction:

This document outlines procedures dealing with the tenure of RIPE
Working Group Chairs. It applies to all RIPE Working Groups.

This last sentence gives me the impression that this is the procedure that
should be used by all working groups. As far as I know, there was no consensus
about using a common procedure for all WGs.

I guess what it intends to say is:
"Such a procedure is required for all RIPE Working Groups."

Did I miss or misunderstood something?

it says:

IV. The WG Chair Procedures

- Some community members had complained about having to develop separate
  chair replacement procedures for each WGs.

- The procedures are now in place for most WGs, which made this a bottom-up
  allowing each WGs to decide on their own processes.
