Having a PPPoE interface to every customer also simplify network monitoring (get interface traffic via SNMP, for example) and ethernet VLAN to seperate customers L2 traffic could not be a viable solution, maybe because CPE needs manual configuration to set VID.

So, even new operators can find PPPoE better than DHCP or IPoE.
