Maybe: "IPv6 Deployment by Dutch Municipalities: the success of a
focused approach combined with continuous measurements" from RIPE79? 

There was also an extra talk in the evening: "How to detect that your
domains are being abused for phishing attacks by using DNS" by the Dutch
tax authorities.
