nightmare to fix in the real world.

PS: as I explained already many times in this list, the decision to
omit/optimize/junk the DAD must be in the hand of the network manager,
as he is the guy who shall have to cleanup the mess when the should-not-
happen event will happen. And this is very easy, just say that the
DupAddrDetectTransmits configuration parameter MUST be set according
to the link policy (today policies are more link-type, what I'd like
to get is a per-link policy defined by the local network manager).
