My feeling is that it's sufficient to disable/enable. Or is there really a need for using privacy source addresses for some destinations and not others? I think it's good if the policy is a bit generic, i.e. avoiding literal naming of the hosts addresses (possibly prefixes) when possible. I don't how it could be done, but some solution that means the policy is valid independent of which particular prefixes are on a link at a given time (and what privacy addresses the host has). Maybe helps to use some sort of tokens in the policy? Something like LINK_PREFIXES, MY_PRIVATE_ADDRESSES, MY_PUBLIC_ADDRESSES, MY_ULA_ADDRESSES. But again, I don't really know if it could work, and if it's work doing. I think it's something to consider though.
