In all fairness, I think it should be emphasized that even though implementations not doing those would not be conformant, they'd still continue to work just fine with the regular "link-local" scenario.

As such, I personally don't see making implementations non-conformant a big issue considering they'd still continue to work fine in the typical scenarios.
