By my reading of Section 6, it is permissible for a PIO to have both 'A' and 'L' = 0; another use-case is for a "landmark" prefix that identifies a link. However, IMHO the Section 4.2 text Ralph cites implies that one of 'A' or 'L' will always be set, and there are several other occurrences throughout the document that also imply this. Suggested change for the Section 4.2 text is: "specify the prefixes that are *associated with the link*", which is consistent with the Section 3.1 sentence: "Multiple prefixes can be associated with the same link." Also suggest substituting the phrase "associated with the link" for the other occurrences (I can provide a list).
