        no, do not place sysctl.  devote time to develop new type 'routing
        header type 123' instead.
        it does not have bad sideffect but can perform something like rthdr0.

        in this doomsday story and samurais saving the planet, we were extremely
        lucky beacause:
        - iPv6-haters still didn't get it (or did they changed their mind?)
        - MIP6 was NOT using rthdr0
        it's a message from god.
