There have been many previous attempts to address the tunnel MTU issue - most of which involve complex and/or cumbersome mechanisms in the network. This specification takes a minimalist approach and seeks to achieve a proper balance between function in the network and function in the end system, per [RFC1958]. Comments here on the list, please.
