The reason this decision was taken in 1995 or thereabouts was because some participants made a very strong case that on a multi-decade timescale, EUI-64 would probably replace 48 bit IDs. Firewire was the leading edge example quoted back then. Now my crystal ball doesn't seem to be working very well when set to year 2050, but do you want to risk enormous operational problems then, if current hardware is all shipped using EUI-64, and all dentists offices are running SLAAC? We are not taking short term tactical decisions here.
