This doesn't happen since the outer IP header is checksum.

Not if the outer header is IPv6, as the IPv6 header does not include a header checksum. This is why it is more important in IPv6 for the UDP header to have a checksum that includes the IP pseudo header checksum.

If you have been missing this point, it is no wonder that you did not understand my concerns about simply setting the UDP checksum to zero.
