I'd like to push back on this consensus call. I am currently -1 on it.
Questions on the requirements, scope of solution, as well as its present
validity were raised and unanswered, in some cases totally, in others
incompletely or incoherently:

Summary of the problems:
- Requirements: Unarticulated in terms of why IETF standard track solutions
acceptable in similar deployments are not acceptable in this case.
- Requirements: The Solution attributes to the access node very distinct IP
interface, forwarding and processing capabilities, which was said to be
previously unacceptable
- Critical state and failure modes un-addressed, no smaller in consequence
to the ones that resulted in draft -07 not being accepted.
- ICMPv6 (RS) signalling is being (ab)used for line state signalling. Likely
overlap and conflict with other IETF WGs.
