i.e. an unnumbered link where there is no assigned prefix, and every
destination, other than link local ones, are considered to be off-link.
If you want a prefix to be considered on link, such as a group of
end-nodes LAN scenario, you need to announce it in a PIO (with A off if
you don't want SLAAC).
