Covering all possible edge cases is too open ended IMHO.
But if we are going to clarify and relax things around retransmission
behaviors in this draft, then we can attempt to address that whole area.

I suspect that some changes will come out of the ARMD WG effort. But
it's a little early to know for sure yet what requirements might come
out of that effort.
