I'm not Bill, but RFC 3986 says:
IPvFuture = "v" 1*HEXDIG "." 1*( unreserved / sub-delims / ":" )
So you can't go outside that space without updating RFC3986.
I think the 2005 work hit the mark. Resurrect, publish, done.
