this might be orthogonal to efficient-nd, but is there an IETF standard which says it is ok for the router to NOT perform NUD for global addresses?

If the address assignment for IPv6 for existing 3GPP standards is setup so that there is no need to do address resolution, then I don't see efficient-nd making much of a difference.
