Hi, I also tend to agree with this draft. However, I'm wondering about how this will effect non-UDP/TCP protocols that assume IP layer fragmentation to take care of their larger payloads e.g, OSPF?
SCTP and DCCP might also be worth looking at - hopefully their deployment will increase due to no NATs in IPv6. Also, the impact on tunnel protocols such as GRE and IPsec might be worth both considering and discussing. It is a while since I spent time in this area, however I remember there are commonly options or defaults to either set the DF flag universally on the outer tunnel packet, or to copy the DF value from the inner packet. For at least GRE and IPsec, the tunnel protocols themselves don't independently perform periodic PMTUD between the tunnel endpoints to determine tunnel MTU.
