Dear 6man,

This version has two main changes:

1. Updated the discussion of IEEE 802.1 slightly, following review
by Eric Gray, the IETF's liaison to 802.1. The wording in 802.1 is
quite subtle, but quoting Eric, '"universal scope" means that a MAC
address MUST be globally unique within the scope of a (V)LAN.'
Therefore, it is not considered a violation of 802.1 for a MAC address
to be replicated on completely independent (V)LANs.

This surprised me, but only strengthens the underlying argument for
our draft.

2. Deleted a paragraph that the WG Chairs pointed out was a no-op.

I apologise that my co-author hasn't seen this version, since it is
a vacation week in China.
