The behaviour is by design; the PXE specification (section 2.4.1) explicitly
states that DHCP takes precendence over ProxyDHCP as a source of options.
It's annoying that Intel doesn't conform to this!
Realistically, I would say in practice the Intel stack probably takes
precedence over what the written spec says. The written spec is in such
bad shape, and most implementations are based on the Intel stack.
