Suspect there might be a problem in Virtualbox instead of Windows.
Managed to reproduce the same problem with ipxe instead of Windows.
If I "reset" the virtual machine at an unfortunate time, e.g. during the
long wait during Windows startup, then ipxe is unable to get a DHCP
lease, even though it is offered one.
