Perhaps it's missing from the wim, need to go back to investigating.

If your .wim does not include a copy of bootmgr.exe (which would be unusual), then you have a couple of options:

- provide the real bootmgr.exe (not bootmgr) as bootmgr.exe

- provide bootmgr as bootmgr (not bootmgr.exe): wimboot is able to extract the compressed bootmgr.exe from inside bootmgr
