Some parts of iPXE depends code provided by different individuals, trying to change license is a huge undertaking. Some builds of iPXE can be used under the UBDL license, see https://git.ipxe.org/ipxe.git/blob/d5f7ee60e7228d8d62507087bbb39c733a622939:/COPYING.UBDL For a baseline if that license can be used see http://ipxe.org/licensing
If you have a limited build that you need to have under different license you can always reach out to http://www.fensystems.co.uk/contact.php But having the whole codebase under non GPL will be impossible.
