Great Idea.  Good intention.   But very -- very hard to get everyone on the 
"same page" at the "same time".   HDTV was borne out of a NEED to sell TV sets. 
  Sony and others -- "re-invented" the TV wheel.  This will force everyone in 
the US to purchase new HDTV sets.  ---  The very first FM band was from 40 to 
50 Mhz.   Later other bands were proposed.  The FCC ruled that -- at the time 
only one band or area should be made for all new FM broadcast stations -- not 
TWO or more bands that did not "fit together".  Thus the existing 20 Mhz -- FM 
band from 88.1 to 107.9 was put into stone.  ----  But what good would it do 
for the AM stations to move to a new FM band -- and where would that band be 
located  ??     Taking all existing AM stations -- with less than 1 KW power -- 
full-time -- and re-locating them on a new FM band -- using the existing TV 
channels 2, 3, 4, 5 and 6,  would clear off a lot of "dead brush" that has 
grown into the AM band.   ---  True --- true -- the very
 idea that no "daytimers" would exist any longer is not in the best interest of 
DXers like us -- but it may prevent the AM band from more decay and total 
corruption.   Adding from 54 to 88 Mhz -- does meet the basic FM rules.  ( The 
72 to 76 Mhz "mid-band would still need to be protected and NOT included )  And 
the the new FM spectrum would make room for 150 new FM channels.  But It would 
require a lot of effort, money and support or die a very fast death --  if only 
in the  minds of  a few that love radio.   MTM
