KKOL probably did the best they could. I haven't researched the local ground conductivity and I don't know anything about their ground system but they are fairly close to the water. They are not in operation from this site yet. The last I heard they were working with KHHO on interference/interaction. There are also some very large cranes within a mile or so which I think would merit some attention.
Nonetheless, it is hard to believe they are down here; they must have been desperate. It's hard to believe they wouldn't have learned something from KJR's short stay in the immediate area. KJR meanwhile is very clean; 940 and 960 are both DXable.
