This sounds very similar to the JPS ANS-4 Noise Canceller I have. It can be very effective against some kinds of noise. Until I banned light dimmers from the premises it was essential.
Replacing the noise probe with a second antenna, the unit can function as a phaser, though the controls are a bit course for good tuning in that mode, compared to something like the Quantum Phaser.
