When I plugged in the address from your copy, I got the same "falló la consulta" message but I just hit http://www.cdi.gob.mx/index.php?id_seccion=1022<http://www.cdi.gob.mx/index.php?id_seccion=1022> and got the XEQIN website without problem.
Cut everything after =1022 in what's below and you should be OK.
