There seems to be some confusion about what is and what is not metric. 
The metric clock and calendar are exactly the same as the English clock
and calendar.  It is, of course, possible (though useless) to create a
decimal clock and a decimal calendar, but that has nothing to do with
metric.

Metric measurements are usually expressed as decimal (but don't really
have to be), but decimal is not necessarily metric.

Surveyors routinely measure distances in feet and decimal parts (example:
200.234 feet), but that does not make them metric.  Also, there is no
reason (other than convention) why you can't express a metric measurement
as, say, 50 and 1/3 meters instead of 50.333333333.... meters.
