It's likely that this is not splash but rather the so-called tertiary sidebands that are spread out from 0 to 5 kHz away from the analog carrier.
Were this just linguistics, it wouldn't make any difference but "splash" has a ring to it that a better radio or better filter or better something might improve it. That won't happen - it's a design "feature" of IBOC. I wonder if there is a classical music AM IBOC station yet, and how happy they are with the noise during silent parts?
